He becomes available to Norsca and Wintertooth if they fill the Eagle bar by razing settlements in that God's name. The only thing I find REALLY lame with him is the fact that he don't have a custom skin, he's just a random chaos sorcerer that don't look Slaaneshy at all. Azrik the Maze Keeper is a powerful Lord of Change, a greater daemon of Tzeentch. I've realize how insanely good he was when I started using him as an campaign agent rather than a army hero, the guy has 95% success chance on any assassination or blocking on ANY target (even a max defense hero with a bunch of hero followers) but his hero action cost a lot more (something like +500%). He doesn't have any skill, but he don't really need any, he's just a maxed out hero, with legendary status (so he can't ever really be killed), and with A LOT of bonus. You can't access his detail page at first, but some time can, here's a screen shot I took of his character page : Shadows of Change will have 2 Warhammer 3 races, Thrones of Decay will have 2 Warhammer 1 races, the Slaanesh one could have 2 Warhammer 2 races (High Elves and Dark Elves), and then the Khorne one could have 2 pre-order races.
